Report: Zero Tolerance in Philadelphia

Youth United for Change and the Advancement Project

“Zero tolerance” policies in schools are harming children in Philadelphia, according to this report by Youth United for Change and the Advancement Project. They punish any rule infraction, regardless of severity or circumstances, and often use school expulsion or police involvement even to address minor behavioural problems. The policies turn schools into hostile environments for children and shift limited resources away from teaching and counselling.
